They don't trust that you will fulfill your end of the bargain. You must have broken deals with them before.

It's normal, with trashed reputation any deal involving per turn payment from you for one-time counterpart goes in the "NO WAY" registry.
You cant even buy 1 g with 1000 gpt.
However, I think that sometimes when they are your allies they accept GPT, actually I have seen this in my actual game.
In peace for peace treaties it works too;

See, the Ai doesn't see it as 28 gold and 1 gpt, it sees it as 48 gold. And if it doesn't expect you to keep the bargin, then it sees it as loosing money, which it won't do.

For the situation where you offer 25g for 1gpt and get turned down, either the AI in question doesn't have any gpt, or you're playing at a higher level where your trading disadvantage is such that you'd have to offer more than that. If you get the "they'll never take that deal" message from your advisor, it's the former.
