Barbarian cities?

I once was playing with the saved game editor, revelaed the entire map, and saw a "Mayans" city which apparently belonged to the barbarians. I've not been able to duplicate that since. Someone posted that the "Mayans" and "Incas" cities will appear if you play on a map with a small number of civs, but all my efforts have provided no results. Does anyone know how to get these cities in the game?

I heard you have to play on a tiny map with only 1 civ, then quit, and go quick start and this should duplicate the effect.

Weird: tried it worked for me a couple of times (once I got 3 barbarian cities), then it didn't work, then I got it to work again after playing around with different world sizes before going back to tiny/0 opponents and quick start. The Barbarians pop up on the diplomacy screen too, except they don't have any knowledge to start with and their leader is blank. Might be an intersting game to play.
