Barbarian city/unit appearance

How can I change the amount of turns that pass before barbarians appear and have barbarians create cities appear earlier (also, any easy ways of spawning barbarian settlers when it generates start positions, or even just randomly at the beginning of the game?). I know that civ4handicapinfo.xml has entries for how long before barbarians and barbarian cities appear, but there's other limits elsewhere that prevent barbs/barb cities from spawning (I think I heard it won't generate barb cities until a player has 2 cities) and I'd like to be able to change these.
 
The createBarbarianCities() function is in CvGame.cpp but I don't know what calls it.
 
What controls what units they produce in cities? For example are they built like regular civs or are they spawned?
 
They're built like normal units, but the barbarian A.I. is awful, they'll build Grenadiers when they have access to Mechanised Infantry!
And Once they get Privateers, they seem to never build any other naval unit...
