Barbarian crossbowman can attack submarines?!

How is this even theoretically possible? There are no barbarian submarines or destroyers nearby.

Cities can attack them too.

Can you post a screenshot and preferably a save file from just before this happened?

More generally, can non-barb ranged units (archers, cannons) attack subs?
