Barbarian Fortification combat bonus

Not sure if this is a bug and should be moved there or whats up with this but has anyone else noticed that when attacking barbarian encampments the barbarians will switch between a 25% and 50% fortification bonus every turn?

To clarify, after the Barbs are at 50% fortification they go back to 25% the next turn, and then back to 50% the turn after that and then back to 25% and so on....
 
I think 25% is what you start out at and then a turn later it goes up to 50% after you"re fully 'dug in.'

That would make sense, but then if I wait another turn after the barbarians are at 50% they go back to 25%, then the next turn back to 50% and so on.
 
After playing a few more games and observing the behavior I still can not figure out if this was done on purpose or if it is a bug.

But what seems to happen is the Barbarians do not heal from turn to turn, this is attributed to the fact that the barbarians seem to go between 25% and 50% fortification every other turn so they are not "standing still" to heal or keep the fortification. I think if the barbs actually stayed fortified and healed it would be much more difficult to take over encampments very early on with only 1 unit of your own.
