Bribe only prevents attacks against cities, not units.

Reserves civ slots at game start for barb clans to become CSs. CSs are taken from pool of eligible CSs selected at game start. If the pool of CSs equals the number of starting CSs then no barb clans will evolve to CSs.

A Barbarian Camp cannot become a CS if that would break city placement rules.

You can get as many city states in the map as you have allowed in the picker (even over the map number limit). Expect some "CS" territories if AI's don't do its barb cleaning

Barb clans can get UUs from any Civ not in the game, even from later eras.

Ooo, you can set CS number at game start to 0, but have a large eligible pool of CSs, so that all that particular game's CS evolve strictly from Barb Clans.

Units hired from Barbarian Clans are permanent additions to your army and can move immediately.

City-States that have been razed can be brought back via a Barbarian Outpost civilizing.

Outside of player interaction, food yield surrounding Clan gives it a small passive increase towards CS conversion per turn.

So if I want 6 barbarian clans that could evolve plus 12 City States I should pick at least 18 city states in the picker?
