So I get a notification that a barbarian raid is headed to a coastal city. i send warriors to await. However, the skirmishers embark and are able to pillage my fishing boats. That's dirty pool. My warriors can't go do that. They can pass over water tiles, but have to end their move on land. What beat am I missing here?
