Barbs Pillaging Water Tiles

So I get a notification that a barbarian raid is headed to a coastal city. i send warriors to await. However, the skirmishers embark and are able to pillage my fishing boats. My warriors can't go do that. They can pass over water tiles, but have to end their move on land. I don't have biremes, but neither do they. That's some dirty pool there.

That still leaves the player sitting on land waiting for the raiders to get done pillaging water tiles as the skirmishers can end their move on water and the player can't. Broken.

Ranged units will attack and kill units on water. Build some biremes and atttack.
