No, it just becomes an empire-wide strength boost, which we are trying to avoid in general, and it makes placement irrelevant, and it risks becoming very strong.

Is it possible to make it so that units trained in other cities will gain the morale bonus if they are stationed in the heroic epic for 20 turns? This eliminates some problems. Specialization still is encouraged, but units in other cities will feel less crippled.

Stationing troops in that city to add the bonus is not something the AI will likely understand while a human will do it aggressively if its available. Gaining small amounts of XP while in a city is one thing, gaining an otherwise unobtainable bonus is another.

I don't find that units from other cities are effectively crippled by not having this bonus, it's more that the ones that have it are the elite unit core where I am encouraged to build most of my offensive and strategic units there and use any other cities for support units, garrisons, and additional mainline forces. My Tanks or Swords or Siege units always come out of the Hero Epic city. My Infantry or Bows don't. Ditto Battleships versus Destroyers.

I think the Heroic Epic is now okay with the recent buffs to barracks. It's easy to get before horses/swords/catapults to boost our elite units like others described here. Now we have reasons to actually keep the barracks around.

Consider the Heroic Epic as it stands today. Now imagine we add a 1-time bonus giving Morale to our army when we build the wonder. It would have the normal city-specialization effect otherwise.
