Barracks?

I'm wondering what exactly barracks and similar buildings do? It says +15xp to land units. Is that all land units currently on the field, future land units built from this city, future land units built anywhere..?

This is a good example of some of the extremely vague, unintelligible and strangely-worded in-game descriptions/tooltips/help they decided to use.

Do you think they're worth building?

Yes, it is usually worth building a barracks in a city that you're going to use to build a lot of military units because:
- That city should have high production anyway, so it won't take very long
- +15 xp is a free promotion, so you are creating tangibly stronger units

I'm not sure if the armory's additional +15 xp is another promotion, but it probably should be.
