In civ 3 (or in one of its exp) there was the Barricade improvement, which was to build over an existing fort...it acted like a fort (def bonus) but has another cool feat: it caused enemy units within a one plot radius around it to attack barricade (if there was any unit in it)...in short, if you wanted to pass throgh a barricade and there were not enough space to round on it, you had to attack that heavily defended tile (which is the actual fortress purpose...).

I think it would be great to have this feature back (since it seems it only existed for a shoooort period in civs :()!
 
I find fortresses to be utterly worthless without the zone of control rule.

Except in the erebus map type, where the excessive mountains often create chokepoints.
