What's the best way to defend a coastal city against a naval bombardment? You can't attack it with anything but another ship, is that right? Are walls or castle good? Or what?
Walls and Castles won't do anything as any ship that can bombard comes after gunpowder (Frigates and later). Only ships, aircraft and missiles can attack ships, and aircraft cannot kill them.
If you have a GG settled in a costal city w/ drydock you can build some very high XP subs. Give them both levels of flanking and they will have excellent survivability. You can sink a great number of ships with them.
Or missiles. Missiles work, too. They are frequently the correct answer.
