Make them give a percent bonus to growth instead of a flat bonus.

Aka, if you are growing at 2 per turn in your capital, a maritime state might give +50% and net you more food.

This way you can't feed your cities based solely on maritime states, but can make them grow substantially faster. This makes Maritime states support a high food economy, instead of replacing it.
 
Yeah I tend to agree, not only is the current bonus very exploitable with trading post cities, but it also disproportionately favors small cities and early empires, trailing off to be a lot less useful later in the game (since large cities need so much extra food to grow). A growth rate bonus would work a bit more evenly, I think, and could work almost as an immigration mechanic.
