Best Gov for Population Growth?

All other things being equal, what is the best government type for maximum population growth. I notice in Dem that food is "gobbled" up pretty quick but the population still grows. In other governments I have finished games in (Fundie, Commie) there seems to be more extra food resources but the population doesn't seem to grow better or worse. Is there a "magic" combo the maximizes population growth?
 
Normally, a city grows once the food box is full, using up the stored food to grow. If the city has a grainary, part of the food stays stored (equal to half the size of the new food box). The delivery of a food caravan fills 50% of the food storage box.

In republic and democracy, however, there is an added bonus. When more than half of a city's population is happy and there are no unhappy citizens (and the city is at least size 3), the city "celebrates the leader" (We love the Consul/President Day") and grows by 1 citizen per turn, as long as the happiness conditions remain and there is a food surplus.

When other governments celebrate, they get a bonus in resource production (despotism produces like a monarchy and monarch, communism, and fundamentalism, produce like a republic).
 
I'm not sure about all versions of Civ II, but in my version a celebrating city can grow by one because of the celebration plus another one because of a full food box, resulting in a city sometimes growing two sizes at turn end.

Is it "more than half" or is it "at least half" of the population being happy?
 
Its "half" the population, and the two growth thingy is possible in MGE, Classic and FW, but I don't know about TOT.

The "two growth" at once is pretty rare because, once you get a city on a roll producing citizens via "we love the President", the city will usually max out on population before the food box ever fills up. And, most times, its not really noticed when it does happen because most players don't keep track of each cities' population count on a turn by turn basis.
 
Thanks everyone. That explains what I was seeing because I had luxuries up pretty high when I switched to Democracy and I had a whole lotta love going around in my cities.

I noticed the double growth in the endgame of games where I was using food caravans and trying to ramp up population for the final points. Sending a caravan every turn will fill up the food box every other turn in cities with a food deficit (and every turn in cities where there is a food surplus).

As the only two Celebration/Growth governments, Democracy is best and Republic is a strong second. Democracy celebrates better than Republic because in Democracy Courthouses and the Palace bring +1 happy and the zero corruption proves useful as well.

These extra happiness items are unnecessary if you do not exceed the number of cities limit which initiates extra unhappiness. You can then celebrate your cities up to Size=2x(#of citizens made content by improvements & Wonders). You can go a a little higher by making citizens in to specialists before the first unhappy person pops out. Of course, corruption could be a problem, but if each city has a reasonable amount of "on the ground" trade plus a couple of good trade routes, that should not hinder you too much.
 
You can celebrate up to 2x(number of citizens made HAPPY after applying luxuries, improvements, wonders and any unhappiness caused by military units) which would grow to 2x()+1. You can have at most 20 happy workers in a city, allowing it to celebrate up to size 40 thus becoming size 41 (8.61 million population). Cities size 41 and over cannot celebrate (barring changes made to increase the number of squares a city can work).
One thing you may consider is raising the luxury rate (affecting all cities) and making tax collectors in many of the larger cities (particularly if they have enough trade so that the luxury rate can still take care of them). Just make sure you have enough money at the end of the turn to cover that portion of your maintenance due before you start getting money from your larger cities.

I wasn't saying a courthouse is "necessarily" necessary, but if your cities are in republic without say hg, mikes and/or bachs, they have every building they can (say temple, colosseum, marketplace, bank, harbor and even stock exchange) and stop celebrating, Democracy + courthouse will get the celebration kicking once again. I assume we're talking about deity here, not warlord?

When your first citizen starts out unhappy and you have an odd number of citizens you end up with only enough luxuries to make the middle citizen (i.e. third of five) content, not happy. If your first citizen starts out content, as it does without extra unhappiness at deity, your city can continue celebrating without HG, Courthouse/Dem or CfC. At lower levels, I assume it is easier than that, but I have not played below deity in a while, so I am not sure. Yes this is true... and this is why either HG or Democracy with Courthouses become necessary at some point for a continuing celebration as they are applied separately and in addition to the lux.
