No Britain is craaaaaazy to me honestly. Like, I don't personally care, but I never thought there was a chance for them to not be a launch civ.
I’m sure that Firaxis didn’t want to skip Britain either, but with only 10 civs per age and the amount of time and effort it takes to make civs, they’ll probably be in Crossroads or Right to Rule in like a few months after launch.

TBH the preorder DLCs are probably more of a “here’s all the content we couldn’t finish in time for the base game” pack more than anything.
 
There have been several signals that Civ7's development is a bit rushed, or at least published before it's as complete as intended. Britain's exclusion from base, as well as the two DLC packs after that are two of those indicators.

I don't see anything here as an indicator of rushed development. It's totally normal to have content plan for a month after release - different teams work at different stages, so you usually have some people working on DLC while other finish the main release. And moving Britain to one of the DLCs totally fits here. Moreover, I guess having Britain in DLC is viewed as a strong selling point for this DLC.

They also seem excited about the Normans, who are essentially Exploration Age England/Britain, so that checks out.

Alternatively, we could have gotten the Frankish Carolingian Empire in Exploration, which could nominally replace Modern France and Germany, leaving room for Modern British and Ottomans. Not sure if that's a better route to take to make everyone happy.
