BETA 1.12: mutual protection pact still valued too highly

TO REPRODUCE: Start Napoleon Conquest. I used Regent difficulty. Select France.

ACTION: Contact all other civs not in a locked alliance with Britain. I went clockwise down the screen.

BUG: Ask for a mutual protection pact, and add on as many of the target civilization's cities as you can. The first civ I talked to (Russia) only coughed up 3 cities, but everyone else gave me all their non-capital cities.

You've now won the conquest in a single turn.

WHAT SHOULD HAPPEN: Of course, they should not cough up cities, and some of them should probably demand other things too, depending on their feelings toward your civ.

I think this was already reported, but I was surprised to find it was still in the beta. Makes me suspicious that any diplomacy I do in the scenario won't be "fair" to the AI, so I don't feel I can play that conquest. Does anyone know the source of this bug? Some unintialized variables maybe that stem from loading a conquest? I haven't seen this in the epic game.

Edit: sorry if this is already well known bug. Please moderator, can you edit the title as appropriate to include [Napoleonic conquest only] if this is indeed the case?
 
As long as you have BETA 1.12 in the title, it's fine. It let's Firaxis know that it hasn't been fixed. Also, provide a 1.12 save (started in 1.12), too.
