[BETA] Can establish Open Borders without an embassy

In this came the Ottomans have an embassy in my capital but I don't have one in theirs, yet I was able to get Open Borders from them. I asked them what they would offer in return for my incense and they offered gtp, an embassy and Open Borders. I refused and asked just for gold and open borders and they agreed.

Do you happen to have a save from the turn before?

I could only get open borders on this turn because the Ottomans just researched Civil Service.
Here's a save from the turn before named beforeOttomansCS and one from the turn when I made the deal (but before the deal) named BeforeDeal.
The tooltip in the diplo screen says that I can only give them open borders if I have an embassy in their capital.
