Yes it is also true for the beta 1.0.3.124.
Furthermore, with the beta there is a further bug: mouseover says "x turns to Construct a Trading Post 1 turn to Create Fishing Boats" (this is with an old game save)
Even though this is something that would be fairly easily reproducible, could you please post a save in which the problem is demonstrated? A screenshot of the issue would be awesome as well!
There's no need, the bug can easily be found in CvPlot.cpp: the function CvPlot::CalculateImprovementYieldChange does not seem to check whether the improvement build removes the feature and whether this impacts yield
