No, the epic game is a regular game of civ. As opposed to say, a scenario. The features are for all speeds.
Thanks, i was a bit worried about that cuz i wanna get BtS but i tried playing epic game length in vanilla civ 4 and i didnt like it much, maybe i'm just used to normal speed. good thing i wont have to switch to epic to get all the new stuff in BtS.

Its weird how that works, I used to play at epic speed, but changed to marathon. Took awhile to adjust, now I get weirded out if I play anything faster,
I've got another question about BtS. I've heard it has some but not all of the features/units of Warlords expansion. Is that true? does it have none, some, or all of the same stuff warlords has?? in particular, i wanted to know if the Great Wall wonder is in BtS, that one looks pretty cool.

well, there's that mod. but there's also the press-release wording in the general section, distinct from the scenario section, that says:
"Expanded Epic Game: We've added more new units, buildings, and technologies to the epic game with a tremendous amount of effort focused on the late game." (that's a direct quote)
i've seen the devs answer questions about it, because it is strange phrasing. they say that in that context, they mean "epic game" to refer to "BtS straight-up, unmodded and not in a scenario, regardless of game speed". (that's my paraphrase)
