When using the world builder it seems that you can only see the units and civs that are visible within the fog of war of your civilization (the civilization you chose when you originally created the world builder file), even if you reveal the entire map.
IN OTHER WORDS even if one reveals the entire map using the world builder, all that does is reveal the landscape but it seems to not reveal the locations of all the cities, soldiers, improvements etc for the entire map. THis makes it almost impossible to modify/adjust the map.
So has anyone figured out how to reveal the entire map in the world builder (the scenario editor)?
