binkw32.dll

I was doing some mods to civ3 and messed some thing up. i can not uninstall or reinstall my game, add/remove programs has no affect on it. when i try to play as is i get an error that teh binkw32.dll file can not be found but it is on my computer. i have done a file search and found it.

Help me please!!!

Where is it? It won't be found if its not in the system path.
