Biological Warfare Missile?Why they are so weak,can they REALLY reduce population in cities?They have only 14 strength and with 65% evasion what to do with them.Is only solution to manualy change their attributes in XML?

I built like ten of them before in a game. The fact they were getting shot down by planes made my decide to never build them again.

They only do damage to units I thought, they just do colateral damage.
