Biplane vs Great Person in Encampment

Normally Biplane and Fighters can attack Encampments.
Bit if there is a GP in Encampments (in my game it as Great Writer, another time Great General) - "Attack" button of Fighter is grayed out and Encampment is immune to Biplane / Fighters

Once GP moves out - attack is possible again.

Bombers seem to to work there, despite there may be visual glitch which doesn't show Encampment as a possible target.

Getting same issue with City States that have become free states due to loyalty swings. Old Civ leaves a Medic or GP behind in city state and you cannot move a combat unit into the city to capture it. You can take the city down to zero hit points but can't capture it. Then city converts to whomever has the highest loyalty. Pretty crappy!
