Bizzare food production glitch

This problem has happened to me at some point in every game of Civ I've played. The cities that are affected don't seem to lose production or gold even as they lose population, leaving them as some sort of weird phantom citizens. They also don't grow and eventually reduce to population 1 (but still produce and earn gold as if they're much larger?)

Here's the same problem affecting two other cities. Opis started at the same time as Dur-Kurigalzu. Mari just started when my happiness flickered below 0 for one turn.

It seems like it's set off by the empire being unhappy. Maybe it's a glitch in the way it calculates the 25% growth reduction. The fact that it has happened across multiple games across two computers. And other people I play with are unaffected.

Food extremely negative and population 1, but production, gold, etc acting like the city still have the original number of residents (7-9 or thereabouts, I wasn't paying close attention to when it started)

Anyone encounter this problem?
