This is quite true, however in this instance we are discussing two countries whose political authority is weak and growing weaker, and now whose patron (who accounts for >90% of all their imports and exports) has pressured a measure to unify currency. In other words: London commands the entire economic and thus foreign policy of Denmark and Norway in a way that is subtle to absolutely no one. Honestly we assumed they wanted to be polite, step down, and get out of the way of the English. After all, Britain's intentions in the region have been very clear from the start. And a full-blown merger is in-character.

OOC: Good question and I suppose now is as good a time as any to address it: government-run research projects are deliberately obtuse right now. That is to model how historically, prior to WW2, must research was accomplished through the initiative of private actors (sometimes funded by public ones). As you can imagine this system of patronage does not well lend itself to structure and consistency.
We will simulate the creation of DARPA-likes over the coming turns as occurred historically as the need for scientific achievement becomes abundantly clear. This will also include explicit rules for research. But right now, you are supposed to feel frustrated by your research projects. Ain't I a stinker?

His hands were shaking as he read the paper, the german demands for peace or rather they way to wanted to make sure that Italy would forever be crippeld and become their puppet.

The Prime Minister had already read it and he could see that he thought about it the same way.
"Adjutant. Prepare a live broadcast on the radio and get every journalist and filming crew to the Royal Palast that you can find. You got two hours. I'll adress the nation."

The Germans would learn what the Italian goverment and people thought about this.
Two hours later he stood on the stairs of the Palace, on a podium, at least 100 000 people in front of him.
His father, an unnaturally short man, had always hated public speeches, he, Umberto II., had no problem with it.
"People of Italy. In my hand I hold the Peace Offer the self proclaimed Socialists from the Trutonic Forests have send us. I thought that it would only be right to let you, the people know and decide how to react to it.

The German Union has now four times come to the Italian government to make peace. Again we have come to end this war and again we have made it abundantly clear Germany has no intention of forcing an ultimatum on the Italian people.
We implore the Italian government to actually respond to our communiques and negotiate with us rather than post a garbled and seriously misstated version of our initial position on terms of peace out in public view. We want to end this stupid and pointless war as promptly as possible.

Hmm, while I have little to no chips in this, but maybe it'd make it easier and clearer for everyone if you show what terms you asked the Italians so that we can know whether the outrage is genuine or it's just a cry for help from a defeated nation?

The Orthodox Battalions, on personal orders of the Tsar, have began executing in public those suspected of criticizing the Tsar and those who do not regularly attend church or do not follow the Bible and the God's Commandments. I met up with [REDACTED] who had been shot and paralyzed in our last effort to take the Elrics. However, the info he knew was important. The [REDACTED] offered a princely bribe that was rejected by the brothers, and the [REDACTED] attempted to smuggle them out of Rome, but by the time they were able to execute, the Italians already moved them to Palermo.
I kept a close eye on both of the brothers. The Italians brought in new staff that I’m almost positive had three foreign agents within it. From which nations though I’m not sure.
On [REDACTED], four [REDACTED] agents attacked the University, killing most of the guards in the process. I had been staking out the University that night, and I attempted to track down both of the brothers. They stepped into a car with a two others that I did not recognize, and I followed them in a motorcycle. The [REDACTED] agents also chased, but were killed by one of the two unknowns. The [REDACTED] agents had shot the tires though, and the car crashed. One of the unknowns grabbed “Knight” and ran away into the darkness, as the car went up in flames. The other unknown died, but “Fullmetal” was still alive, albeit barely.
Contemplated taking him to a mob doctor but decided it was too much of a chance they would sell us to the Italians. I took one of our own ships (using a [redacted] flag) due to the critical condition that Fullmetal was in, despite the risk. Ship doctor helped tend to his wounds but we needed to amputate his right arm and left leg.
He is now safely in [REDACTED] and we put him on [REDACTED]’s team. He’s mostly recovered but a bit anxious about his brother. He told me that the person who helped the Elric brothers escape was a scientist from [REDACTED]. I /highly/ doubt that is the entire story though, and I can say with confidence that Knight is unlikely in [REDACTED]. He is more likely in [REDACTED], [REDACTED], or [REDACTED]
