Blocky Text Problem- Unreadable Menus; also black background problem

As you can see from the example screenshot, none of the text is readable; is this a game problem in loading a font or a graphics card problem? Also, when I get a game started by ranomly clicking on new game options, the background is black, but I think I can fix this in the debugging menu if I can read the text!

Any assitance to help fix this would be greatly appreciated; I'm using a IBM T23 laptop if it matters at all.

Your system does not meet the requirements for the game im afraid

The game requires a 64mb video card and yours is only 16mb. Theres not alot you will be able to do other than buy a new computer. Sorry

Even if you managed to fix the text, the game would crawl. Anyway, first of all, apply the latest patch: http://www.civfanatics.com/civ4/patch/.

The game actually isn't too horribly slow, I just wish I could read the text. I can always play on my desktop, but it would be nice to get it working on the laptop so I can play on during my daily train commute.

So there isn't any way to fix the block text? I just installed warlords on the laptop and it said it also updated the patches. Would the patch you linked be different than the ones included with warlords?
