Amount of Culture and Tourism gained per turn is equal to 1% of enemy's culture * # of turns of combat. For example, if you have had 20 turns of combat, you will receive 20% of the enemy's Culture as Culture and Tourism.

4UC doesn't work and behave strangely: I cannot see the UUs, even if Bloom/Gloom should be part of the base kit

I tried to reproduce, and I did see some weird behavior with 4UC enabled, but it went away after I cleared the cache. Can you try clearing the cache and reloading? If you're still seeing issues, can you post a screenshot and steps to reproduce?
 
Two more civs added: Tsukumo Sana's Space Australia, and Cere's Fauna's Faunation. Any feedback would be appreciated!
