She can't bombard land tiles by definition but she is anyway allowed to gain land bombard promotion.

Seriously, from what I can tell promotions are limited by unit type.

Subs are "naval", therefore they get the land attack promotion, even though it's useless.

Yes ok but please let's stay close to the bug, that's not a major issue but it must be fixed, above all because submarines within civ series have always been considered a weak useless piece of iron but that's not the truth. It seems civ V is considering them a little more so they have to be fixed, subs deserve a bit of attention after years of " hostility " against them.
