bombardment and scout question

Silly question, but what does "rate" mean for those units that are capable of bombarding?

Also, I had ONLY a single scout within a rival's borders and was asked by the AI to withdraw my troops. I thought that scouts were considered non-military units. Has anyone else experienced this?

Rate for artillery units is the likelyhood that they will damage the target.

Scouts can be forced to withdraw, as can other non-combat units such as settlers, workers, and explorers.
 
I could be wrong but I thought rate of fire determined the number of chances you get to remove a hit point.

So a catapult, with ROF 1 will only ever remove 1 HP, but a unit with ROF 3 may remove 1, 2 or 3 HP.

As to scouts, they'll ask you to remove them but they won't get cross and demand you remove them, therefore they'll not declare war because of scouts.

Which opens up some interesting 'exploits', but I shan't go into those here.
 
I've noticed since 1.17f, the other civs are much less tolerant of Scouts in their territory. Before, I'd sometimes park a Scout on top of a resource the other civ hadn't made a road to yet, and quite often I could leave it there for a number of turns. Now though, they're raising a fuss almost as soon as he enters their space.

I had this happen with a scout, but there's a trick to it. It seems they only consider scouts a threat while they are moving . I moved a scout into a neighbors territoy (onto an iron icon). The Persians asked me to move my units out of their territory. I said "oh, yeah, sure, I'll move them". But I left the scout there. Since the scout wasn't moving anymore the persians did not get mad about it. So I could leave a scout there for a long time. The scout was 2 squares from the capital, so maybe if it had been right next to a city, they would demand my scout to leave or wage war.
