Bombing cities

    I have little problem with bombing cities. City health falls to 2/3 and after next bombing city can fall to even -15 but after this is message +15 and city is not even harmed. Is it a feature or a bug?

    In v.39? It's quite annoying when attacking 1-tile island cities. Then I bomb city and come with my all Kriegsmarine and tank to annex it.

    it's scenario dependent.

    On Stalingrad map for example, there is no limit on city bombing (and units escaping from a captured city get less damage there)

    yes, just change MAX_CITY_BOMBARD_DAMAGE to 100 in RedDefinesRules.lua and scenario's files if set there.

    that will make the AI waste some of it's ranged attacks as damage are not reported on improvement without this option.
