Border Decay or Bug?

So can your borders decay or have I encountered an odd bug?

I went to war with Ethiopia and during that time I spawned two great generals and used them both for citadels. One I had place next to Ethiopia's capital. After I captured and razed the capital (OCC) I started exploring again and after I moved my archer from the citadel i lost some of the territory around that 2nd citadel.

Both citadels were made by me, and I had all territory around them except to the immediate right of the rightmost citadel (where my warrior is)

So can you lose territory in some manner or did I encounter a bug?
 
Definitely a bug.
 
It's not a bug, I don't think.

Capturing a city instantly converts all tiles immediately surrounding that city to its ownership. Thus, it is possible to have a citadel set up like how you have it.

Not sure you understand what happened. Maybe I wasn't clear enough in the OP. I had taken over the capital (which was located where my warriors are in the pic) and it was insta-razed due to OCC.

A few turns later I moved archers out of my citadel and when I did that I lost 3 tiles of my border. I had all tiles around the citadel except the one were the city was (my warriors) but in the pic I don't.

Not a big deal in the end, but was just trying to figure out what happened.
 
SalemSage makes sense to me. The land bombed by your citadel becomes the city you just took so when that city is gone, it took the 6 hex around it as well.

I assume the game mechanic gets a bit trippy with OCC since it get auto-razed - perhaps the game engine still thought it need to wait for the city to be razed even though it was auto-razed due to OCC - thus you see the land disappear only some turns after you auto-razed it.
 
My guess is that it's not so much a bug as an oversight in the game code. When a city gets razed, basically the tiles within it's cultural control turn neutral. Game has a check to see if these tiles would then be within another city's cultural zone, but apparantly forgets to check whether they would be within a citadel zoc. However, the lack in timing is odd, so I might be wrong - it can, however, be an artifact of the graphics only updating once you move a unit in the area. There are different cases of lingering graphic issus happening in the game.
