Border Growth... where to?

Maybe I am missing something, but when a Cities borders grow from culture, it expands only one hex now, not the whole ring like it used to, right?
Now what I can't seem to find is any way to tell the game which hex to expand to. The City screen shows one or two hexes with magenta borders before the expansion, and this is where the expansion goes it seems. But how can I change that, and why is it sometimes two? Or does it have nothing at all to do with the expansion?
I'd really rather not have somthing this important just be some random :):):):)...
 
I think the magenta hexes are hexes of interest such as resources. The game probably grabs one at random when borders expand. I haven't seen a way to control it, but you could always just buy the hexes you really want.
 
Well you can't, it always go towards the "best yield" tile, you can somewhat control this by buying tiles close to resources in what direction you would like to go. This mechanic is not reallythe best thing about civ V, they should give us some control over this.

I hate how this game is discraminating forrest tiles (hexes)! It always go around it. It is bit anoying.
 
It also seems to avoid the oceans, even if there's fish and stuff in there and you have a Lighthouse built. The coast would look quite promising then, but it first fills up all the land tiles before going offshore. Annoying!
 
What a rant !!! You guys never stop complaining ? Please enjoy the game as it's the best CIV ever made. AI knows better than you where to expand. If it doesn't expand to fish then probably your people don't want to eat fish. They want to dig gold or ride some horses. It's so simple to figure it out.
