The specific faction traits are probably still being tweaked but I still wish we could get some specific faction traits rather than just generic "good military, good production, weak culture" for example.

I think those are the AI flavor (ie an AI Bolivar will build lots of Factories, Hospitals, and Units, he will choose Industry and Might Virtues, he won't build a whole lot of farms, etc.)

I think it will be both. AI leaders will be programmed to take advantage of their bonuses.

I'm not saying the + - stuff will be the full extent of a faction's UA, but I do believe they will apply to human players as well and not just AI.
