[BtS]26 civs(patch 3.03)

General Matt requested a 18+civ dll compatible with 3.03 so I decided to share it with you all in case you are interested.

I haven't had the time to test this but I had no errors making this and its been a week since i made it soo here it is. Let me know if there are problems and I'll see what I can do.
