If I'm not entiely wrong I recall the option in CivII or CivIII to declare war after a foreign nation spied upon you. I thought it depended on the severity of the espionage action. Now I noticed Civ IV BtS makes a distinction between spy attacks. Usually you won't read the nationality of the spy but occasionally you read "A <civilization adjective> has been stumbled upon/thwarted etc.". I wonder if it's possible to count the instances in which a nation is mentioned and tie an action to reaching a certain value. I.e., if you catch a Roman spy 5x you will be able to declare war, regardless of any diplomatical ties. You can of course decide not to declare war and wait for a future occasion.
