BTS religion changes

I just started my 1s BTS game, and noticed that my missionaries aren't letting me spy on any city they spread to. Is this removed entirely, or is there a prereq I need to build to turn it on.

It's been removed though not entirely. Espionage now does what religion used to do before. However, if you have your religion in a foreign city like before, you need less espionage points in order to see inside that area so there's still some benefit from it.

OK, so it's still a benefit, but is less of an imperitive that I spam missionaries to every city in the enemy empires early on.

Spamming Missionaries is still rather imperative if you have the Shrine built though. Just not as much for espionage purposes.
