[BtS] XML files to be tweaked

In order to get a working copy up there have been a few tech prereqs left at NONE, costs left wherever, and other balance issues.

I'll try to list the files I know need adjusting. Feel free to add others as we comes across them.

• Civ4CivicInfos - all techs at NONE
• Civ4TechInfos - no balance
• Civ4GameText_Techs - quotes, pedia, strategy needed
• CivTraitInfos - we want new lunar-ish traits
