Please forgive me if this is a Newbie question, but I was trying CIV 4 BTS with the BUFFY mod hoping to play a game that could be good enough for a HOF submission. I am playing a Marathon Diety game and every city founded by every Civ instantly reaches Legendary status. Is this part of the Mod? or some setting I missed? If this is part of the mod, it definitely creates a disadvantage when trying to compete with previous HOF submissions.

I've seen a message like "someone founded CityX in a distant land", but nothing about culture.

That is definitely not supposed to happen as part of BUFFY. Do you have any other mods installed or any changes you've made in the CustomAssets folder? Did you check Lock Modified Assets when starting your custom game? Does this now happen if you start a non-BUFFY game? How are you seeing that all those cities are Legendary?
Do you get any popups or red warning messages on the opening or F8 screen saying you game is not legal for the HOF?
