BUFFY question

I'm running BUFFY (which has BUG, BAT, and BULL in it) and I keep getting a message like this..

Washington population 3 (50%) exceeds domination (50%)

or something along those lines. Any idea what that means? It's displaying that message EVERY turn.

That means, that the player has enough population for domination victory .

And you should have asked this in the BUG subforum .
