when i start up the game i can go the to civopedia and it is in the bug format with the things on the right but when i start a game it is just like i didn't install BUG. what should i do?

Are you starting a new game? Did you check "Lock Modified Assets"? If so, uncheck it in the list of options when starting a Custom Game.
