Bug: Can't change civs

OK, I've played this mod for awhile with no serious bugs, and really appreciate it, but now, there is a fairly major one that is getting on my nerves. I've beaten the Roman UHV, but wanted to do the whole empire, not just the West. So I started a Greek game to set up Rome. I had a really great game going, but when the Romans spawn, I don't get the option to take over. Actually, i didn't get the message for Carthage or Persia either, I am however getting the option to switch to Japan. I am running the latest BTS version. Save included.

You can't jump to Rome because it's too close to Greece

But wait, I can go from Rome to Germany, I've do it.

They have to spawn far apart, time wise, not distance related; IIRC.

Yeah it's based on time. That's why you can't jump from Spain to France, because the difference is like 2 turns.
