Bug? Can't set settler cost in CIV4UnitInfos.xml

I don't know if it's a bug, a new 'scaling' setting, or a problem with my setup (although I have reinstalled BTS & cleared my cache) but I am unable have the the settler <iCost> reflected in my games.

The settler <iCost> is *initially set to 0, and chaning this number adds to the value, not sets it.

(ie, setting it to 1 makes the unit cost 101 in epic)

And in the civlopedia (before the game starts), and unlike other units, there is no value shown.

I think I've narrowed it down to units that have the <bFound> (to found a city) flag set, as setting <bFound>1 on another unit also changes it's cost to build (if not already less than 100).

I'd appriciate it if someone else can set their settler cost to 85, and to add the ifound flag to another unit, and see if they get the same result.

I man I've cleared my cache, reinstalled BTS, and patched to 3.02... but I may be missing something.

Perhaps the cost is now set elsewhere?
