Bug: citizen worked tiles reset on game load

Found an issue where turns to new citizen is born is reset.

To reproduce:
1 go to a city with a focus set, e.g. production focus
2 reset tiles
3 lets say this makes the city growth stagnant/0 food
4 move one of your tiles to increase food; e.g. move a citizen worked tile from a mountain to a farm
5 the turns to new citizen is born changes to, for example 16
6 exit city view
7 external city growth turns shows 16
8 reenter the city and the tiles reset
9 turns until new citizen is born says something crazy now like 63 because it moves all unlocked citizens around
10 exit city or whatever at this point, but 63 stays until you follow steps 1 thru 7 (but as soon as you renenter the city again, it resets back to 63)

Not even locking every single tile works, because then it just auto moves your citizen worked tiles over to become a specialist of say a workshop even though it is a locked tile! So, you have to check "use manual specialists" on top of locking every tile!

I didn't see this posted anywhere, but the search wasn't returning good results, so...
Any known work arounds for this other than the one I found (preferably some kind of lua/xml code fixes)?
 
Can't confirm or deny your claim, but the game does a crappy job at selecting the best tiles, so it does need some work.
