What version are u playing? As these u mentioned have been changed recently.Driftwood Gatherer and Lumber Gatherer do not give free buildings in every city. Village Hall does not provide a free specialist.

Edit: Also, the capital's Education seems to be counting backwards. Like, the count is +270, but the effect seems to be at -270, having the capital at Foolish, lol. Other cities are alright.

"Potential" -vs- "Actual" effects of buildings had been bug-ish for a long while now.SVN 11659 - Building filtering now only shows the pure gold (round symbol) providing buildings, but not the profit gold (heap of coins symbol) providing buildings. This started happening after the last update. Compare Thieves' Hideout and Hatter.

There've been made a huge change to a lot of buildings, precisely in the "Gold" -vs- "Commerce" sense that you mentioned.
I literally just closed the game before checking here, so I don't want to restart it again to look into it, but I pretty sure that this is the thing you refer to.

If the map you play will let you adjust % peak vs hills lower the peak %.Too many Mining resources spawn on peaks. The feeling is about 50/50.
