Bug: Don't settle too near at game start

I started a game which was pretty crowded on an old/new world map, and when I founded my capital at game start, on turn 1, Shaka give me the demand to not settle near him. It shouldn't be triggered by me founding my capitol at game start.

You can ask any civ not to settle near you whether they have or not.

The reason I think it's a bug is not because Shaka is making demands, but because he made it on the very first turn in response to me founding my capital. That's just silly and is a result of me playing on a crowded map.
