I noticed this bug in the Civ 5 Beyond Earths covert ops system. If I remember correctly the exact same bug is also present in every other Civ 5.
What happens is, when you select a spy from the list, if there are multiple cities on the same hex column, it displays intrigue info for all those cities. Basically a check somewhere only checks the X axis position of the city and not the Y.

I wanted to communicate this to 2k Games, but, I have no means to do so.
- Apparently, they don't have anywhere to report bugs.
- I can't get an activation mail from their forum for whatever reason, so I can't post there.
- They don't list an email address for themselves, like normal people do, so I can't just mail it to them. I can't even find a "Contact us" form on their webpage or anything.
