In the attached save, I've dropped a phasal transporter over some water tiles near ARC. What I thought would happen is that I could transport the units and they'd show up embarked on the other side. Instead, the transport seems to just not be doing anything.. doesn't respond to my clicks. Not sure what the intended behavior was.
