bug or not ? (Not a Bug)

The Aztecs are first with less military power than me. Their civilization is quiet developped so I guess it is a bug ?
 
First, when reporting a bug make sure to include the game version number and something a bit more specific in the thread title rather than "bug or not". Second, military strength is largely irrelevant to Domination victory. The number of foreign original capitals that have been conquered are what determines this victory type. Go to the Domination Victory tab and you can see how many capitals have been conquered by each Civ.
 
Ok but this panel is even more useful because it helps to estimate the power of an opponent while the victory panel does not.
 
I'm not sure how you mean the "Overall" victory tab is more useful. Other than a snapshot of the Civ rankings it doesn't really tell you anything specific in regards to a victory condition. If all you want is to see the relative military strength of each Civ, I suggest enabling the HUD Ribbon in the game options - it'll give you the same info in the tooltip.

I think Ostelen56 wants to say that the info about the military score of a civ is more useful in an average game than the info in the special panel (number of taken original capitals and progress to the VC) - the AI isn't capable to mount a conquest victory in most games (even one Deity) anyway...so in this case the special panel is pretty pointless, while the overall one giving out the mil score tells you at least what it e.g. means to DoW civ X. And even in the rare case an AI should be really one the way to conquest victory...then you likely can see there progress on the map and you still will be mainly interested in seeing how powerful that monster AI is compared to you ;) Even if you know that they have already taken 7 out of 8 capitals, what matters in the end is yours not falling (unless the probably even rarer case yours was among those which have fallen first and you have to rely on the AI to stay in the game)
 
Which is why I suggested enabling the HUD Ribbon. It gives the same info and it's more easily viewable/accessible - no need to go into the World Rankings screen.

In any event, the OP questioned why according to military strength they were not in first place for Domination Victory ranking. I pointed out that Domination Victory doesn't depend on the military strength score, but rather the number of capitals conquered. So in that context the OP is not a bug.
