Someone there told me to report it here.
In short, I had disabled all victory conditions except for time. After a particularly bountiful game, I had collected all the trees and sub-trees for all policies that weren't in conflict with one another. (For example, I had Freedom rather than Autocracy, and Rationalism rather than Piety.)
Once I reached the next culture threshold, however, the game refused to let me continue without selecting a policy even though I already had every non-conflicting one. The only way I could have continued would be to switch from Liberty to Autocracy or Rationalism to Piety. And that would have knocked out the benefits of the policies I had chosen.
What I had expected was that the game would "know" that I had all the policies I needed, thank you, and that it would let me move on to my next turn. Instead, I had to quit the game after many hours of play.
Regretfully, I don't have the save game since I overwrite a single file with all my saves. But you can reproduce the problem by setting up time only victory and collecting all the policies in all compatible trees.
