Yes. I'm trying to see if Domination can be achieved with new stability system. I think not. There are too many penalties and not enough positive things which can be done to counter them. A lot of the potentially positive effects are actually quite hard to achieve.
I've already won with the Ottomans & Vikings though.
It can be done, the difference is with how you budget your time.
I've never been able to sit comfortably for too long in my own neighborhood and build up like with the old Domination tactic;
the latest version encourages steady expansion and constant warring a lot more; the latter mostly because you're going to be suffering such bad foreign penalties if you don't at least go in and trigger a collapse.
My Foreign rating actually went down over the course of my Viking game, because I killed so many civs that there weren't a lot left alive to be angry at me anymore.
What I've noticed though is that for certain civs, it will take longer.
My finish date for a Prussian game I'm doing is going to drag out because
I have to wipe out multiple civs from my flanks, otherwise I might get a nasty surprise when I'm not expecting it.
The Vikings have respawned from a period of Russian occupation and because respawned civs start with a large SoD, I can't afford to ignore them.
The Turks are the tech leader, my direct neighbor and have the largest Power score of any AI, I have to make them a priority as well.
That, and because no one peace vassals anymore, and I'm currently at war with China & Japan, I might want to prioritize capitulating them, which means slogging through Russian independents.
